Digital transformation becomes the driving force ofglobal economic growth, increasing productivity in various industries, achieving comprehensive development of national economy. Infocommunication infrastructureis the basis that provides technical resources for thepractical implementation of the program «Digital Economy of the Russian Federation». The article analyzes thesystem issues of the development of the digital economy infrastructure, including their infrastructure components: platforms, network infrastructure, applicationsolutions.

Building a developed network infrastructure is a key direction for achieving the goals of the digital economy ofthe Russian Federation. It leads to the need to modernize transport communication networks on the base ofnew principles and technologies. These include, first of all, the technologies of software-defined networks (SDN) and network functions virtualization (NFV). Thearticle analyzes aspects of the transition to these technologies both in fixed and mobile radio telephone networks. Examples of testing and implementation of solutions based on these technologies abroad and in Russiaare considered.

INCREASING THE EFFICIENCY OF NETWORKINFRASTRUCTURE IN THE INTERACTION OFMULTISERVICE NETWORKS WITH THE OTNTRANSPORT NETWORK

The role of the OTN (Optical Transport Network) managed optical transport network architecture, which iscapable of providing a significant part of the network distribution functions, which would play an importantrole in the creation of a prospective network infrastructure for digital economy is estimated. This article considers new possibilities of optical transport networksthat allow, by controlling the physical resources of the transport network, to obtain high quality indicators whileproviding services in digital economy SDN networks.

5G TECHNOLOGIES — THE BASIS OF MOBILEINFRASTRUCTURE OF DIGITAL ECONOMY

The role of future mobile 5G technologies in the digitaleconomy infrastructure is considered. Current standardization of 5G network technologies by the main international telecommunication organizations is analyzed. The article also deals with the creation of terrestrial andsatellite segments of 5G networks. Technical characteristics of 5G radio access networks and the results ofpractical testing of preliminary versions of pre-5G equipment are analyzed.

PROBLEMS OF THE INTERNATIONAL LEGALREGULATION OF THE USE OF SATELLITE ORBITS ANDRFS

The paper addresses problems intrinsic in the international legal regulation of the use of satellite orbits andradio frequency spectrum (RFS), including those thatare related to the special status of the orbit and frequency resource (OFR) and assignment of the rights to suchresource, liability of telecommunications administrations (TA) in cases when national laws are not in line with the rules of international law as well as issues, which aregoing to be examined and reviewed under Resolution 80at the World Radiocommunication Conference in 2019(WRC-19). It is shown that equitable access to the OFRcan be provided on condition of observance of fundamental documents of the International Telecommunication Union (ITU) by all member states. The manner ofusing the RFS and satellite orbits in the interests of all users can only be improved on the basis of the fundamental documents of the ITU and principles of spaceactivities defined in the Outer Space Treaty.

DELAY COMPENSATION MECHANISM FOR THETACTILE INTERNET APPLICATIONS

The paper presents the list of tasks that need to be resolved within the Tactile Internet systems developing toreceive tactile signals corresponding to known technical requirements obtained as a result of real preliminarystudies presented in the ITU-T report. Problems and peculiarities of the tasks in the framework of their solutionare considered. Authors propose a critical delays compensation mechanism, which solves the problem of therange of operation of the Tactile Internet system.

Dependences of key indicators of quality of service oftraffic on route parameters and speed of movement ofad hoc network nodes are analyzed. The indicator of effective connectivity characterizing the possibility of datatransfer between nodes of the network and its dependence on network parameters is introduced.

EVALUATION OF INTENSITY OF INCOMING TRAFFIC

The article discusses the possibility of intensity growthestimation related to incoming traffic of the switchingnode by monitoring the behavior of the third derivative ofcorresponding process. If it is possible to obtain measurement results in the form of discrete values then finite differences of the third order should be calculated. Theproposed approach allows predicting an essential increase of traffic and making decision to support an acceptable quality of service for multiservice traffic.

The main problems of measuring technology are considered. The increase in the accuracy and speed of measurement of the physical quantity with a decrease in the permissible values of the influence of active and parametricnoise (parameters of single parametric sensors, communication lines, etc.), reduction of weight and mass-dimensional indicators, allowing to increase the amount of measured and processed information are analyzed.
