The results of a study of the effectiveness of various methods of checking the integrity of data packets transmitted over a noise communication channel, which are regulated by the international standard DMR, for verifying the most important fragments of packet headers, including the method of calculating the checksum, are presented.


REVIEW OF WTDC­22 OUTCOMES IN TERMS OF CHANGING TRENDS IN THE WORK OF THE INTERNATIONAL TELECOMMUNICATION UNION

The article considers the results of the World Telecommunication Development Conference 2022 (WTDC-22). The purpose of the study is to identify trends in the work of the Conference and the Telecommunication Development Sector of the International Telecommunication Union (ITU-D). The authors use the method of comparative analysis to highlight, among the main trends, a gradual transition from the implementation of the main technical functions and competencies of ITU-D towards socioeconomic topics that duplicate the work of other organizations of the UN family. The article discusses the change in the approach used to formulate the agenda of the Conferences and ITU-D priorities, which is reflected in the formation of ITU strategic planning documents and
determines the transfer of ITU-D priorities to the global level of goal setting for the entire ITU.

ONTOLOGY OF AUDITING THE EFFICIENCY OF PUBLIC ADMINISTRATION DIGITAL TRANSFORMATION PROJECTS

A general methodology for assessing the effectiveness of complex technical objects in the field of information technology, as applied to the audit of state information resources and systems is presented. The methodology is intended for use by professional auditors, including in the framework of external state audit, control and supervision activities, technological audits, as well as operators of state information systems. The proposed IT audit ontology allows to form a knowledge base for the selection of indicators and performance indicators from the recommended set, taking into account the existing organizational, legal, technological constraints associated with the organization of baseline data collection for their evaluation, as well as to audit compliance with the requirements of the regulatory framework for a typical set of violations, taking into account a preliminary assessment of the probability of detection and the level of significance.


IMPLEMENTATION OF INTERREGIONAL NUMBER PORTABILITY AS ONE OF THE DIRECTIONS FOR THE MNP DEVELOPMENT

At present, the subscriber phone number has actually become a unique identifier of a citizen not only as a user of communication services, but also for organizing and confirming access to various services (including government ones), portals, personal accounts, bank accounts, etc. Implementation of interregional number portability in the Russian Federation will significantly simplify the subscriber’s life during internal migration as well as finally abolish the «mobile slavery» in the Russian Federation. This article presents an analysis of the possibility on implementing the interregional number portability business-process, indicating statistical data, the results of the corresponding pilot project as well as proposals on possible approaches to the implementation of such the service throughout the country.

The article discusses the methods of transmission of subrate channels in fiber-optic transmission systems with wavelength-division multiplexing. The features of the structural implementation of the grooming system are considered. Mathematically, the conditions for the optimal implementation of grooming are formulated. Network redundancy options are offered when creating grooming.
