THE CONVERGENCE OF BIOMEDICAL AND TECHNICAL ASPECTS OF ELECTROMAGNETIC SAFETY

The evolution of infotelecommunications, demonstrating the rapid pace of transition to high-tech systems, is accompanied by deep mutual penetration of technologies — convergence. It is shown that the widespread use of wireless communication systems has led to the saturation of the environment with technological electromagnetic fields (EMF), and this, in turn, has actualized the problem of protecting the population. It is emphasized that such a radical restructuring has led to a uniform dense distribution of radiating network fragments in residential areas. The changed parameters of the radiated fields require a revision of the regulatory and methodological support of electromagnetic safety. A fragmentary structural, functional, and parametric analysis of the problem of protecting the population from technological fields revealed uncertainty in the interpretation of real situations, vulnerability, weakness, and groundlessness of the methodological basis of sanitary and hygienic approaches at all stages of electromagnetic examination of emitting fragments of network technologies. It is noted that the consequence of this is the distrust of specialists and the population to the system of sanitary and hygienic control and, in general, to the safety of modern technologies, growing social tension, and radiophobia. As a basis for solving the problems of protecting the population, it is proposed to transfer subjective methods and means of monitoring EMF to the field of information technologies.


SOCIAL CONSEQUENCES OF FALSIFICATION OF SCIENTIFIC MATERIALS IN ELECTROMAGNETIC SAFETY

The problem of socio-psychological mechanisms of behavioral reactions of the population is considered, which is becoming more and more relevant due to the growing scale of social tension around radiating objects of modern network technologies and progressive radiophobia of the population. The information factor is highlighted as a factor provoking such situations, i.e. bringing to the public the results of scientific, technical, and medico-biological justification of the electromagnetic safety of communication facilities. The example of distortion and falsification of scientific results of biomedical research, which are the basis of normative and methodological documentation, is given. The social consequences of the problem are named, the essence of which is that not only the distrust of specialists and the population to the system of sanitary and hygienic control is growing, but the safety of modern technologies, in general, is being questioned.

The use of artificial intelligence in communication networks of the 5G and subsequent generations provides completely new opportunities, including for traffic forecasting. This is especially important for IoT traffic because the number of IoT devices is very large. The article proposes to apply deep learning to predict IoT traffic using a neural network of long-term short-term memory (LSTM).

A novel method for SDN controllers load prediction based on artificial intelligence algorithms and total monitoring of OpenFlow channel activity is proposed. The justification for predicting the load on the hardware part, with the help of OpenFlow flows metadata analytics is given.


ANALYSIS OF THE INFLUENCE OF A PRIORI UNCERTAINTY RELATING TO THE DISPERSION OF ADDITIVE NOISE ON THE OPERATION OF SIGNAL PARAMETERS ESTIMATION ALGORITHMS

Analysis of the operation of regularizing algorithm and procedure of nonlinear filtering in conditions of the imprecise value of the variance of the additive noise and analysis of their computational complexity were carried out. Using regularizing these algorithms against the background of additive and phase noise, the following parameters of the quadrature amplitude modulation signal were estimated: frequency shift, constant components of the signal quadrature, amplitude and phase imbalance, amplitude and phase of the signal. It is shown that their complexity is lower than that of the well-known joint estimation procedure, and also that the regularizing algorithm is more resistant to deviations from the true variance of the additive noise than the nonlinear filtering procedure.


DEVELOPMENT OF A SOFTWARE COMPLEX FOR INTELLIGENT TUNING OF OPERATING FREQUENCIES FOR COGNITIVE RADIO SYSTEMS

A description of the developed software modules for intelligent tuning of operating frequencies for the cognitive radio system is presented. These software modules use the previously proposed algorithm of RF spectrum utilization analysis. Also, software modules have been developed for interacting with software-defined radio such as LimeSDR. Experimental studies have shown that the use of an algorithm for predicting the occupancy of frequency channels allows reducing the time of operational scanning of the spectrum.


ASSESSMENT OF RUSSIA’S REAL NEEDS FOR MOBILE SATELLITE COMMUNICATIONS SERVICES

A quantitative assessment of the real needs of the Russian Federation for mobile satellite communication services in 2021−2030 is presented. The assessment was carried out by directly calculating the number of potential consumers of services in various areas of the Russian economy, including its Arctic region and the Northern Sea Route, taking into account the possibilities of implementing alternative economic options for providing these services.

It is considered the possibility of using transmitting antennas of the medium waves stations for operation in ionospheric radio links taking into account features of propagation of medium waves and the conductivity of the underlying sea surface in the areas that are significant for field emission.
