COMMUNICATION NETWORKS AND SYSTEM FOR OPERATIVE INVESTIGATIVE ACTIVITIES: THE EXISTING PRACTICE AND DEVELOPMENT PLANS

The unified telecommunication network of the Russian Federation is one of the main systems used by law enforcement agencies for operative investigative activities for a long time. Therefore communication operators and organizers of information dissemination in the Internet should know and ensure compliance with telecom regulatory legal requirements for networks and equipment in order to ensure the implementation of operative investigative activities.

LAWFUL INTERCEPT SYSTEMS AS AN OBJECTIVE REALITY OF MODERN SOCIETY

The approach of construction of lawful intercept systems in information society based on ETSI standards and recommendations is considered. It is shown that formalization of requirements to the development and construction of lawful intercept systems allows to optimize finance costs and to build next generation networks using communication equipment of different manufacturers and at the same time to use them as a law enforcement agencies tool.

NON-GEOSTATIONARY FIXED SATELLITE COMMUNICATIONS SYSTEMS — STATUS AND FUTURE PROSPECTS

Communications systems in non-geostationary orbits (NGSO), including highly elliptical (HEO) and low earth (LEO) orbits are analyzed. Comparative assessment of the advantages and disadvantages of various NGSO-systems is given. Problems of electromagnetic compatibility of NGSO-systems with geostationary networks are considered, including compatibility methods proposed by OneWeb. Preliminary estimation of interference with HEO-system causing by LEO-system with parameters typical for «Express-RV» and OneWeb systems is given. A high probability of unacceptable interference is shown.

LOCAL OVERLOAD FORECAST IN MOBILE NETWORK BASED ON EXTRAPOLATION OF SUBSCRIBERS FLOWS INTENSITIES

Methodology for drafting an advanced forecast of local overloads in mobile network based on the basis of the queuing theory model and the model of diffused description of intensity variations in mobile and information flows is proposed. The quality of the forecasting algorithm is analyzed.

METHOD OF ADJUSTMENT OF VERTICAL RADIATION PATTERNS OF BASE STATIONS ANTENNAS TAKING INTO ACCOUNT WORK IN HANDOVER AREAS

Method of forming vertical radiation patterns of base stations antennas of mobile network, which provides substantial reduction of the cells overlapping zones, is offered. It is shown that the offered method makes it possible to increase the co-channel interference-free territory at least by 36%.

INCREASING THE EFFICIENCY OF USING THE TIMEFREQUENCY RESOURCE OF DECAMETRIC RADIO CHANNELS

The article considers a method of forming a group signal, oriented to the application of «oversaturated» system of signals in channels of decametric radio communications using OFDM-technology. The mathematical model of the developed group ensemble of decametric radio channel signals is described. Results of the analysis of the non-orthogonality of the formed ensemble of signals are presented,

the efficiency of its application is estimated.

PROBABILITY OF INSTRUMENTAL IDENTIFICATION OF ONE OF TWO SPEAKERS UNDER THE IMPACT OF NOISE

The probability-based approach, that compares methods of speakers identification and chooses best of them is proposed. Recommendations on determining an optimal probability threshold, which provides division of speech record into time intervals corresponding to pauses and active parts of the speech signal are developed.

MODELS FOR PREDICTION THE DEVELOPMENT OF NEW MOBILE COMMUNICATION TECHNOLOGIES MARKET

A brief characteristic of laws of infocommunications development in connection with macroeconomic factors and scientific and technical progress is given. Methodical approaches to predicting the indicators of the infocommunications development and, in particular, the development of mobile cellular services market are analyzed. Forecasting models based on the Gompertz curves and the logistic curve are developed. It is revealed that the model based on the logistic curve approximates the available statistical data on the number of subscribers better than the model based on the Gompertz curve.

ASSESSMENT OF EFFECTS OF REFORM OF PUBLIC TELECOMMUNICATIONS NETWORKS INTERCONNECTION

The draft of «Methodic of assessment of economical effect of implementation of the reform of interconnection of public telecommunications networks in pilot zones» has been developed. The draft contains methodical approaches for integrated assessment of effects of reform of public telecommunications networks interconnection for different categories of telecommunication operators in pilot zones. The author has developed the integrated unified value criteria of reform realization — the significative of assessment of economical effect. For calculation of the significative the change of discounted cash flows from operating and investment activities of telecommunication operators are estimated.

NEW GENERATION OF ULTRA-PRECISION ZENER DIODES

Microphotos of silicium doped with dysprosium before and after heat treatment are presented. Results of neutron-transmutational doping are shown. The doping allowed to significantly reduce the axial and radial dispersions of specific electric resistance and maintain long lifetimes of minority charge carriers.
