The article considered a hypothesis that the current licensing rules in the provision of communication services no longer fully meet modern requirements and trends in the field of communication industry management. Currently, the government of the Russian Federation is consistently pursuing an idea of liberalizing control over the activities of business entities. According to the authors, in Russia there is a need to create a «legislative catalyst» that will lead to the activation of changes in the field of licensing communications services, namely, to the modernization of the existing list of licenses for the provision of communications services. This, in turn, will lead to the optimization of regulation as a whole, as well as to reduction in the scope of obligations and restrictions for legal entities and individual entrepreneurs operating in the field of providing communication services.

COMPARATIVE ANALYSIS OF TECHNICAL SOLUTIONS FOR AUTONOMOUS POWER SUPPLY OF TELECOMMUNICATION FACILITIES

A comparative assessment of capital and operating costs was carried out for typical variants of autonomous power supply of telecommunication facilities that have no connection to centralized power supply networks. The economic feasibility of applying technical solutions based on the use of renewable energy sources is shown.

OPERATION OF SIGNAL SYNCHRONIZATION SYSTEM EQUIPMENT IN NETWORKS BUILT ON PACKET SWITCHING TECHNOLOGY AND IN 5G NETWORKS

Taking into account the network model developed by ITU-T, the joints of the signal synchronization system (SSS) to be measured during the operation of the SSS communication network with packet switching are given. It is shown that for each SSS route, transmission errors should be taken into account, depending on the static asymmetry of packet delay and packet delay deviation between the reference points of the SSS network model, as well as installation errors determined by the resolution of the timestamp and the instability of the generator.

THE REQUIREMENTS FOR SYNCHRONIZATION ACCURACY OF RADIO ACCESS NETWORKS AND NETWORK SUPPORT MEANS WHEN CONSTRUCTING A SIGNAL SYNCHRONIZATION SYSTEM

The requirements for the accuracy of frequency and phase (time) synchronization of the signal synchronization system in packet-switched networks for equipment of radio access networks, including 5G, as well as network support means are given. In conclusion, recommendations are given on the use of network support tools in the construction of signal synchronization systems.

AN ALGEBRAIC METHOD FOR DETERMINING THE RANGE OF PERMISSIBLE EFFICIENCY OF A RADIAL-RING TYPICAL STRUCTURE

In the article analysis of a graphical method for determining the range of permissible efficiency of radial-ring typical structures for infocommunication networks based on the average harmonic and average values of the relative efficiency coefficients of their structural components is given. An algebraic method is proposed for determining the range of permissible efficiency within the specifically obtained lower and upper bounds for the implemented communication nodes of these networks based on radial-ring typical structures, which refers to accurate calculation methods in comparison with the known approximate graphical method.

In the article, based on the analysis of the current state of the Russian Federation Satellite Radio Monitoring System and the specifics of space monitoring of radio-electronic spacecraft equipment, a system of indicators is proposed to assess the effectiveness of a perspective subsystem of low-orbit satellite radio monitoring.

In the article, taking into account the trends in the situation in near-Earth outer space, proposals are formed on possible directions and stages of development of the domestic subsystem of satellite radio monitoring of emissions from radio-electronic means of spacecraft of low-orbit and high-elliptical satellite communication systems.

An overview of modern radomes for stationary antenna devices and a new methodology for their manufacture, technological processes for their production and materials used are presented. The use of the described methods of manufacturing radomes can be cost-effective and can provide greater freedom to manufacturers of satellite communication stations to protect antenna devices at a certain location point.

TRAFFIC OPTIMIZATION USING COMPUTER TECHNOLOGIES

The article substantiates the relevance of optimizing traffic in Moscow using computer technology. The results of the analysis of car trips in Moscow and the Moscow region are presented, possible options for optimizing the traffic flow by transforming the work of sharing services are demonstrated, and the results of analyzing data from GPS trackers of sharing cars are shown. Solutions to improve the quality of sharing services are proposed.
