ECONOMY IN THE CONDITIONS OF DIGITAL TRANSFORMATION. GLOBAL TRENDS

TELECOMMUNICATION INDUSTRY REGULATORY BASE: CURRENT STATE AND EVOLUTION DIRECTIONS

The current legislative base of the telecommunication industry does not provide the balance of the telecom markets, that reduces their profitability. The paper shows the necessity of continuous forecasting and accounting of changes in the current regulatory base of the telecommunication industry. At the same time, there are examples of the development of complete sets of regulatory legal acts that have a positive effect on the industry. However, these solutions are not enough for the market processes regulation. The paper emphasizes the importance of a systematic analysis of the current industry state in order to shape the market evolution directions and market environments. It requires the development and adoption of regulatory legal acts that benefit the entire telecommunication industry: the state, the regulators and supervisory authorities, network operators, vendors, and users. We suggest the directions of the industry profitability growth based on the development of the value added services market, equipment and element base, increasing the highly-qualified personnel involvement. Finally, it is emphasized that a balanced regulatory legal acts system creates the environment for import substitution and the industry’s independence.

NETWORK 2030

The new concept called by International Telecommunication Union as Network 2030 is presented. The investigation and standardization of Network 2030 started in ITU this year. The vision of Network 2030 is based on the concepts of ultra-dense network and network with ultra-low delays, which will be realized during the implementation of 5G/IMT-2020 networks. The key role in network evolution belongs to networks with ultra-low delays. Their implementation will allow to decentralize network resources and reduce the digital divide between different regions and countries. The main applications for Networks 2030 will be telepresence and personalization of network resources, as well as possible applications of nanonetworks.

MOBILE PHONES AND HEALTH OF USERS

This article discusses the effects of the electromagnetic field (EMF) on a human. In small doses and in small time intervals the EMF is widely used in medicine in physiotherapeutic procedures. In mobile communication systems the «signal quality» parameter is used. It is shown that this parameter is reached by increasing the power of radiation sources, that becomes harmful for the human body.

DEVELOPMENT AND VERIFICATION OF THE OPTIMIZED DATA DELIVERY PROTOCOL BASED ON HYBRID ARQ/FEC SYSTEM

Verification of developed optimized data delivery protocol based on hybrid ARQ/FEC system is considered. During the development and verification well-proven protocol components and primitives of existing protocols, such as TCP and SCTP, were used. They allowed to form a header structure for packets with transmitted data and service information and to simplify the verification procedure. Special attention was paid to the semi-real simulation of the protocol prototype. As a result of verification of protocol prototype the correctness of its functioning under the conditions of various destructive effects in data channel was revealed.

PULSE VOLTAGE STABILIZER WITH WIDE INPUT VOLTAGE CHANGE LIMITS

The paper considers a DC voltage regulator with wide limits of input voltage variation and improved power and quality parameters. The proposed scheme of a pulsed stabilizer with closed key regulating element realizes the principle of operation of a step-down stabilizer. With open key element this stabilizer functions as inverting stabilizer. In this case, the use of one key regulating element allows to increase the efficiency of the device and to simplify the control circuit of the stabilizer. It is shown that the introduction of an additional winding of the throttle and diode allows to reduce the dimensions of the capacitive filter and to decrease the pulsation of the output voltage of the device.
