WAYS OF BROADBAND ACCESS DEVELOPMENT IN RUSSIA

The article describes main objectives, expected results and problems of broadband access development in Russia in the framework of the state program «Information society (2011−2020)», evaluates the contribution of broadband access in the country‘s economy. Based on international experience suggested recommendations for the successful implementation of broadband access on the territory of the Russian Federation.

FEATURES AND PROSPECTS OF THE US NATIONAL BROADBAND PLAN DEVELOPMENT

The paper analyses the main provisions of the United States national broadband plan development, the implementation of which, at the political leadership opinion, will contribute to strengthening the country‘s economic competitiveness, creation of new jobs, improvement of the life quality of Americans and support for innovative business environment. This article discovers ways and tasks, indicators of the plan achievement, given the cost of its implementation, recommendations for radio regulation improvement for the broadband access development.

The article familiarizes the readers with the main idea of the new spectrum use architecture, implemented in the United States. The main idea is to allocate very wide bands (frequency highways) with the dynamic sharing of the government and civil radio frequencies in real time.

TELEPHONE NETWORK — THE BASIS OF A TARGETED EMERGENCY WARNING SYSTEM AND EVACUATION SUPERVISION

Proposed technical solutions for implementation of the targeted emergency warning systems and evacuation supervision (TEWS) running on a wired network telephony. The features of such systems are shown for their dignity.
Solutions incorporated in TEWS, protected by two patents for utility model.

DEVELOPMENT OF DIGITAL TERRESTRIAL TV BROADCASTING IN THE RCC COUNTRIES: IMPLEMENTATION AND CHALLENGES

The paper addresses the outcomes of the decisions adopted by the Regional Radiocommunication Conference (RRC-06) on the implementation of digital terrestrial TV broadcasting (DTTB) in the European countries and the RCC Member-States.
The following challenging issues have been considered concerning digital switchover beyond 2015 and switch-off of interfering analog transmitters after 17.06.2015; prospective uses of the first (790−862) MHz and the second (694−790) MHz digital dividends in different countries (at the national level); use of radio spectrum in border areas of neighboring countries, and EMC between TV, ARNS and other radio systems operated on the primary basis in co-channel and adjacent channels with LTE mobile systems; as well as identification at the national level of spectrum requirements for broadcasting and mobile (LTE) services for the implementation of advanced technologies by the RCC administrations.

METHOD OF OPTIMIZING SPEECH PRODUCTION PARAMETERS

The question of optimizing the process of generation of vocoder signal-parameters in a time domain with the help of canonical transfer function expansions for a speech track model is submitted for consideration. Measure of proximity of a nonstationary stochastic process instantaneous spectrum of speech production with an energy spectrum distinguished by a speech production time slot is proposed as a criterion of comparison. To solve the task of optimizing the model of speech production the Karhunen-Loeve expansion is applied with reference to nonstationary transfer functions of linear systems. The method proposed is illustrated by the example of optimizing procedure for selecting rectangular «window» length.

In this letter problems of electromagnetic ecology in a context of a modern level of development of telecommunication branch are considered. The material is structured according to methodological tendencies existing now: questions of electromagnetic monitoring, rationing of electromagnetic fields, forecasting, tool control and protection against electromagnetic fields and radiations are separately considered. The special attention is paid to melodic approaches to the complex solution of practical problems of electromagnetic ecology. Article is logical continuation of the publication of one of authors in the «ELECTROSVYAZ» No. 3 1992 and, substantially generalizes results of scientific practical activities of authors for last 20 years.

ESTIMATION METHOD OF THE DELAY VARIATION IN PACKET NETWORKS

In this paper, the evaluation method of the packet delay variation is considered. Delay variation is one of the indicators of the quality of service for next generation network. It is proposed to use the Edgeworth series to approximate the distribution function of the packet delay. This function is needed for calculation of delay variation. Value of error due to using a Edgeworth series is estimated.

THE USE OF MODERN INFOCOMMUNICATION TECHNOLOGIES FOR RESCUE OF PEOPLE IN EMERGENCY SITUATIONS

The example of many disasters occurred in recent years, shows that information and communication technologies‘ applications for the rescue of people in emergency situations are used inefficiently, even in developed countries. In this paper a model of emergency management systems is considered, which allows to analyze the causes of such inefficiency. Also a new paradigm of emergency management is offered, that suggests the transition of notification to the individualized rescue. The result of its application is the creation of equal opportunities for rescue of people in emergencies.
