EXPERIENCE OF PARTICIPATION IN WORLD RADIOCOMMUNICATION CONFERENCES

The results of World Radiocommunication Conferences (WRC) on which the Radio Regulations are constantly being improved are shown. Features of the preparation (at national, regional, global levels) and ITU Member-State participation in the WRC are analyzed. WRC is not an ordinary conference with listening of reports and possible acceptance of the streamline document therefore it is offered to consider radiocommunication conferences as multilateral, multisubject, multistage, multilingual and multi-hour negotiations. Therefore, delegates should be prepared for such negotiations. The author presents his position on the basis of his work in International Consultative Committee on Radio/ITU-R from 1977 to the present day.

A new concept of Internet of Skills is considered. Internet of Skills can significantly expand the network’s ability to provide services to users, both people and machines. Internet of Skills can be realized in fifth generation networks. The best practice of skills can translate through generations of people. The experimental results of Internet of Skills investigation on the model network of communication network and data transmission department of SPbSUT are discussed.

The method of organization of communication network for emergency services by using of unmanned aerial vehicles (UAV), which are used as a transport for heterogeneous gateways, is provided. Possible scenarios for the implementation of the flying network are considered, the analytical model is developed, and computer experiments have been carried out to research the parameters of the network functioning under various parameters, such as UAV flight speed, radio coverage radius and the interaction architecture of sensor nodes with
the coordinator.

INTERNET OF THINGS IS ONE OF GLOBAL TRENDS

THE PRINCIPLES OF DESIGNING COGNITIVE RADIO SYSTEMS IN THE APPLICATION TO CELLULAR COMMUNICATIONS

The principles of designing cognitive radio systems (CRS) in the application to cellular communications in order to improve the efficiency of radio spectrum usage and to increase the data rate are considered. The main deployment scenarios for the implementation of CRS in
cellular communications are carried out. The problem of guaranteeing the data rate with the existing methods of designing CRS for cellular communication is described and possible solutions are discussed.

ANALYTICAL MODEL OF IEEE 802.11ah WIRELESS NETWORKS

The IEEE 802.11ah communication protocol suitable for the utilization in centralized networks with high number of autonomous nodes (up to 6000) and wide coverage (up to 1 km) is considered. Traffic produced by sensors in such network is commonly unsaturated because of low intensity of input packet stream per node. It creates problems in the analysis of probabilistic-time characteristics because of computation-intensive simulation. The review of IEEE 802.11ah technology’s main components is presented. The analytical model based on Markov network allowing to research system throughput and energy consumption under the conditions of high number of devices and low intensity of input stream is proposed. The developed system can be applied for planning of metropolitan area wireless networks for collecting information in such applications as industry monitoring systems, intellectual transport systems and Internet of Things.

PERSPECTIVES OF LOCAL TELEPHONE NETWORKS OF THE RUSSIAN FEDERATION

Within the framework of new strategy of development of digital economy, adopted in the Russian Federation in 2017, the situation in communication industry and changes of revenues of fixed and mobile communication operators are analyzed. It is established that since 2012 there is a redistribution of income in favor of the largest operators with the participation of the state
budget system of the Russian Federation. Present tariff policy and existing economic models of interaction between telecom operators can lead to the collapse of communication industry and absorption of operators by transnational corporations. Some measures for stabilization of the situation are proposed. The necessity of elaborating a new plan of development of communication industry on the basis of the new concept is proved.

NETWORK CODING IN FANET

The network coding method in Flying Ad Hoc Network (FANET) with mesh topology is analyzed. The main principles of network coding and its applications in FANET are described. Using the ns-3 simulation environment two scenarios showing efficiency of network coding
method in FANET are simulated.

EFFICIENCY OF STATE DEFENSE ORDER EXECUTION BY ENTERPRISES OF CONCERN-MANUFACTURER OF COMMUNICATION EQUIPMENT
