The complex of terminological problems in the field of radio frequency spectrum monitoring is considered in relation to the national legal and regulatory documentation as well as in respect of translation into Russian materials of the International Telecommunication Union, carried out by this organization. It is shown that the existing terminology used successfully in Russia almost since the invention of the radio allows to efficiently describe all the various aspects of the spectrum management at the current stage of the technological development as well. This gives reason to conclude that the introduction of a new term taken from English language is not only useless but even harmful. At the same time, it is necessary to somewhat streamline the terminology database in accordance with the current regulations.
Keywords: terms and definitions, radio-frequency spectrum management, radio monitoring of radio-frequency spectrum use, inspection of activities in the field of communication, the Federal Law «On Communications», the International Telecommunication Union, Radio Regulations.

Instability of atmosphere parameters and atmospheric inhomogeneities lying in the path of the reflected signal from earth surface to aircraft is one of the destabilizing effects, that can significantly deform SAR image. In this paper we examined the influence of the atmospheric instabilities on the characteristics of reflected signal from earth surface. A special mathematic tool, offered by the authors, combines the methods of geometrical optics and statistical radio physics. It allows to evaluate the errors introduced by the atmosphere and the meteorological formations parameters of the signal received by the radar apparatures. This report describes perspective ways to increase the performance of simulation apparatuses based on SIMD processor architectures and methods of parallel digital signal processing, on the GPU (CUDA and OpenCL).

Eu.L. Pustovoitov, FSUE NIIR, senior staff scientist, MTUCI, chair «EMC and radiofrequency spectrum management», associate professor, Ph.D.; pustovoitov@niir.ru

To increase efficiency of radiofrequency spectrum existing radiosystems use one carrier frequency for simultaneous transmission a pair of radiosignals with orthogonal polarizations. The goal of this article is to investigate the possibility of increasing efficiency of radiofrequency spectrum use more than twice by means of usage of several nonortogonal polarizations. Method to determine such possibility for any given set of polarizations has elaborated as well as the structure of the system and procedure of determination parameters of the radiosignals polarization division arrangement on the receiving side. Examples of decisions are given for some cases when multipolarization division is possible.

This paper presents the impact of intentional electromagnetic interference on the functioning of wireless sensor networks. As a result of such influence, there is degradation of channel quality among nodes, leading to destruction, distortion and blocking of the transmitted information. Consequently, this results in disruption of connection among nodes and disruption of the network structure due to failure of nodes. The methods for increasing the probability of network operation using adaptive routing based on parameter quality of service and using supernode, which allow multiple reserves for coordinator/gateway of wireless sensor network. The obtained results can be used for solving the tasks of increasing the probability of data delivery in wireless sensor networks under intentional electromagnetic interference conditions.

TRAFFIC PERFORMANCE ANALYSIS FOR MULTISERVICE NETWORK WITH ADAPTIVE ROUTING IN THE PRESENCE OF REPEATED CALLS

V.I. Meikshan, SIBSUTIS, professor, Dr.Sci.(Tech.), meikshanvi@gmail.com
V.P. Korchagin, SIBSUTIS, graduate student; mbox54@gmail.com

Multiservice telecommunication network is studied under adaptive (dynamic) routing in accordance with LLR method and network performance is analyzed at the level of virtual connection establishment. The mathematical model was constructed to approximately evaluate the blocking probability for arriving calls. This model takes into account the possibility of repeated attempts when a call was blocked because of insufficient channel resources for available routes. On the basis of presented model the computational algorithm is proposed to calculate probabilistic measures characterizing grade of service for analyzed network with multiple traffic classes. The relevancy of considered analytical model and sufficient accuracy of approximation scheme are tested by numerical results obtained with the help of discrete event simulation.

ASSESSMENT OF DIGITAL SPEECH TRANSMISSION QUALITY WITH THE FINITE SPEECH SIGNAL SAMPLE

V.V. Savchenko, Nizhniy Novgorod State Linguistic University, professor, Dr.Sci.(Tech.); svv@lunn.ru

Research subject is the assessment of the digital speech transmission quality. These objectives are achieved by using the novel theoretical-information assessment of speech transmission quality with the criterion of a minimum of the transmitted speech signal redundancy. We experimentally studied the proposed criterion to compare the quality of telephone communication by using two different mobile phones, namely, the latest (2015) and outdate (2012) models. It is shown that speech transmission quality with the 2015-year model phone is 23% higher when compared with the outdate model.

THE APPLICATION OF VIRTUAL PAIRS FOR BROADBAND DSL ACCESS. RECATEGORIZATION OF NETWORK FOR POTS CONSTRUCTED CABLES WITH LF QUADS (METHOD SCEPANOVIC)

V. Scepanovic, master telecommunication ETF, KABLSISTEM, (Belgrad, Republic of Serbien); kbs. nt@mts.rs

This article proposes the way to use the existing POTS with LF group core cables with star-quads for broadband DSL transport. Analyzing parameters that limit broadband DSL access, the author suggests the application of virtual pairs (method Scepanovic) as a new approach. New methodology would allow the implementation of 50% of pairs in existing networks and loops for voice services to be used as a medium for broadband DSL access. The application of virtual pairs in uncertain economic times can trace the path for Telco providers for a quick and efficient return on investment using the existing VF cable infrastructure with star-quads construction.
