Classes of information and factors having impact on quality and speed of decisions made while managing information security overall system projects
In given article the author considers a theme of influence of classes of the information and factors on quality and speed of accepted decisions at management of projects of complex system of information security.
The author has in detail described classes the information which are necessary fordecision-maker for decision-making, and also the existing factors influencing quality and time, given for decision acceptance, has considered their influence and interrelation, had shown, as decision-maker can manipulate them for achievement of the set quality of the made decision for given time for its acceptance.
In conclusion of article the author had been drew a conclusion on possibility manipulation with the various factors for achievement of the set quality of the made decision for given time for its acceptancebydecision-maker. Key words: influence, decision-maker, manipulation.
Simulation model for studying a NGN network under a significant traffic growt
In the article, the parameters of the simulation model designed for studies of quality of service in next generation network under dramatic increase of traffic are considered. Single-line teletraffic system is used as a model. The input to the system is the flow of calls (IP-packets) with different distribution laws. Call service time is assumed to be constant or random value with small coefficient of variation. Queue is limited. Two types of service are used: «First In, First Out» and with priorities. Proposed model allows study of real processes of IP-packets service in the next generation network.

Reliability of passive optical networks. Optical splitters
The article deals with certain aspects of reliability of networks of broadband access, implemented in the PON technology. A suggested approach to the development of universal mechanisms of estimation and forecasting of reliability of passive optical networks. Presented the results of the tests of optical splitters in the conditions of high temperature and humidity. On the basis of data obtained in the course of the test, time to failure of splitters in normal operating conditions was calculated.

Statistical analysis of incoming traffic of applications for testing services of information and education resources
This paper is focused on statistical analysis of arrival process to the testing module in e-learning service network. The criterion of peak traffic time is proposed. It is found that interarrival time distribution is exponential. Another result of analysis is that the request stream in the intervals of peak traffic time is stationary.

A conceptual construct formation of the infocommunication branch of the national economy is based on determination of the factors of economic boarders of the branch and the product market, revealing of the specific characteristics of markets with network effects, of production and service selling within infocommunication branch. For the economic definition of complex infocommunication branch and its components the estimation of the essence and the meaning of the branch as a part of production and social infrastructure are conducted, and the accepted in Russian Federation and international business classifications of economy types are applied.
