The principles of state regulation in the field of ITS development
In article questions of state regulation in the field of Intelligent transport systems are considered. Experience of the leading industrial states, in particular the European perspectives in the field of transport regulation till 2050 is analyzed. The output is drawn on an insufficient role of government bodies of the Russian Federation in questions of creation of legislative base and the general manual of process of ITS creation and development.

Standard legal regulation and standardization of ITS
The basic principles of the international standardization in the field of Intelligent transport systems and activities of the international organizations are considered. It is shown that this operation is in the Russian Federation on initial stage. State priorities in this area are defined.

Features of ITS frequency ensuring
Questions of the frequency regulation of implementation of Intelligent transport systems in Russia and abroad are considered. Technical characteristics and conditions of application of the radio-electronic means representing components of intellectual transport systems are analyzed, and the output is drawn on feasibility of use of the frequency range of 5855-5925 MHz and normal equipment of the DSRC technology.

The main directions of research work in ITS sphere
The role and tasks of scientific community in implementation of the concept of Intelligent transport systems in our country is considered. Practical actions of the scientific organizations in the field of ITS development, in particular the organization of a pilot zone of a communication network of the DSRC technology in University ITMO are analyzed.

Application of wireless technologies at ITS realization
The main technological systems of information support of Intelligent transport systems are considered and three principal components are selected: radio system of high-precision navigation support, system of electronic and cartographical support and system of a mobile radio communication of different radius of action. Attention to the DSRC technology which is single is in more detail paid, created specially for the purposes of wireless data transfer in ITS and supports all range of necessary services on control, monitoring and traffic safety.

Features of ITS elements’ design within realization of a pilot zone
The general principles of creation of the functional and physical architecture of intellectual transport systems on an example of implementation of a pilot zone on communication network creation between vehicles are analyzed. Session initiation model of IPTV service using IMS platform
This paper provides the network architecture for providing IPTV services using the platform IMS. We build a diagram of session set up by SIP, develop a model of session set up in the form of open queuing network with different classes of customers, which permits to estimate the average set up time. A numerical example of this quality of service parameter calculation is given for close to reality input data.

Network video cameras synchronization algorithm for making 3-dimension spatial models of mobile objects
This article describes proposed by the authors system and algorithm which provide making 3-dimension spatial models of mobile objects with high accuracy using photogrammetric methods. Main feature of proposed solution is using typical cameras working in IP — networks.

Dependence research of positioning accuracy from quantity of devices used in sensor networks
Article is devoted to a question of minimum quantity definition of necessary devices for mobile object positioning in space, and also determination accuracy object location in space depending on used number of knots in a touch network. Article represents the review of object localization methods, their comparison taking into account criterion of a minimum necessary, for achievement of preset values positioning accuracy, the amount of applied devices, theoretical base case analysis, provided experiments synthesis, the conclusion based of the received results.
